White (48) was arrested after allegedly strangling a woman on Tuesday, March 25th at Trailer Haven park on East Isaacs Ave when officers responded to a 911 call at 8:15 p.m.; he is charged with second-degree assault with strangulation and fourth-degree assault after the victim told police he squeezed her neck.
